Best Influencer Marketing Agencies in the Middle East

An influencer agency finds, books and manages creators for your brand. Pick the agency type that fits your goal, ask for creator fees and the agency fee as separate lines, and make sure every creator holds a Mawthooq licence (Saudi Arabia) or an Advertiser Permit (UAE). Below are 9 independently researched agencies and platforms serving the Gulf.

Key takeaways
  • Choose the agency type by goal: managed agencies for launches, coupon networks for tracked sales, content networks for video series and tools for in-house teams.
  • Agencies charge per campaign, by monthly retainer, as a share of the creator budget, or per order through coupon codes. Ask for the creator fee and the agency fee as separate lines.
  • Agency price guides put Saudi micro creators at SAR 2,500–15,000 a post and Dubai micro creators at AED 2,000–8,000 for an Instagram post.
  • Every creator needs a licence: Mawthooq in Saudi Arabia, the Advertiser Permit in the UAE. Foreign and visiting creators must be booked through a licensed local agency.
  • Start with a small micro-creator test, measure cost per order, then scale the creators who sell.

Gulf shoppers buy what people they trust recommend. That makes creators one of the fastest ways to get a new brand noticed in Riyadh and Dubai.

The market is big and growing: Kolsquare puts GCC influencer spend at about $315.5 million in 2025. Saudi Arabia takes the largest share, roughly 40%.

A good agency gets you the right creators, the right licences and a clean report, while a poor one gets you views and nothing else.

Below you'll find 9 independently researched agencies and platforms, plus the fee models, creator rates and licence checks to sort them. It's part of our directory of GCC service providers.

When do you need an influencer agency?

You need one when you want more than a few creators, or when you can't run the paperwork yourself. An agency casts creators, writes Arabic briefs, checks licences, signs contracts, pays creators and reports results.

You'll want an agency when:

  • You're launching in a new country. Local agencies know which creators actually reach Saudi or Emirati shoppers.
  • You're booking foreign creators. Saudi Arabia only allows them through a licensed Saudi agency, and UAE visitor permits are issued only through an accredited UAE agency.
  • You run campaigns around peaks. Ramadan, White Friday and Saudi National Day fill creator calendars weeks ahead.
  • You don't have a Gulf entity. The agency signs and pays local creators in SAR or AED for you.

Do you always need one? No.

A Gulf founder with a small budget can book two or three local micro creators directly. Our guide to influencer marketing in the Gulf covers that do-it-yourself route.

Which type of influencer agency fits your goal?

Gulf brands usually pick from four types, and each one is built for a different goal.

Here's a simple rule of thumb:

  • New brand, first campaign? Start with a managed agency.
  • Online store chasing orders? Add a coupon network so every sale is tracked.
  • Doing it in-house? Use a vetting tool before you pay any creator.

How do you choose an influencer agency in 6 steps?

Start with your goal and your market, not the agency's client logos. Once you know what success looks like for your brand, the shortlist gets short fast.

  1. 1

    Pick one goal

Awareness for a launch, tracked sales, or content for your own ads. Each goal needs a different agency type and a different report.

  2. 2

    Pick the country and platform

Saudi campaigns lean on Snapchat and TikTok with Saudi-dialect creators. UAE campaigns lean on Instagram and mix English and Arabic.

  3. 3

    Ask for audience data

Request each creator's audience country split, age range and engagement before you approve them. A creator with a big following outside the Gulf is the wrong creator.

  4. 4

    Check the licences

Every creator needs a Mawthooq licence for Saudi audiences or an Advertiser Permit in the UAE. Ask the agency to send the licence number and expiry for each name.

  5. 5

Compare fee proposals line by line

Ask three agencies to price the same brief. Each proposal should show creator fees, agency fee, usage rights and boosting separately.

  6. 6

    Run a small test first

Seed products with 10–20 micro creators, or book a short paid burst. Measure cost per order, then scale the creators who sell.

How do influencer agencies charge?

Most agencies don't publish prices. They quote after a strategy call, and the quote has two parts: what the creators get, and what the agency keeps.

Fee modelHow it worksBest forWhat to watch
Per campaignOne price for a defined brief, creators and postsLaunches, seasonal pushesExactly how many posts, stories and reshoots are included

Vamp is one of the few that publishes a price. The company says campaigns start from US$1,000, pay as you go, with no minimum term.

What do creators charge in Saudi Arabia and the UAE?

Creator fees are usually the biggest line in the budget. Two agency price guides give the typical ranges for one post:

Saudi Arabia (SAR, any platform)UAE (AED, Instagram post)
Nano (1k–10k followers)500–2,500, or product only500–2,000
Micro (10k–100k)2,500–15,0002,000–8,000 (10k–50k)
Macro (100k–1M)15,000–75,00010,000–50,000
Mega (1M+)75,000–500,000+50,000–80,000+
Agency-reported creator rates per post, 2026. Sources: Catchers (Riyadh), Tikit (Dubai).

A few things push the price up:

  • Boosting the post as an ad. Whitelisting or Spark Ads add about 20–50% in Saudi Arabia (Catchers).
  • Usage rights. Using the content in your own ads costs about 1.5–2x the fee in Dubai (Tikit).
  • Exclusivity. Keeping a creator away from competitors adds about 20–50% (Tikit).
  • Platform. In Saudi Arabia, Snapchat stories often cost more than an Instagram post. In the UAE, TikTok runs about 20–40% below Instagram.

Worked example: a Saudi micro-creator test

Say a home-fragrance brand wants a first test in Riyadh and Jeddah. The agency proposes six Saudi micro creators on Snapchat.

LineCalculationCost
Creator fees6 creators × SAR 5,000SAR 30,000

That sits at the low end of the SAR 30,000–100,000 range Catchers gives for a micro-only Saudi campaign.

Each creator gets a unique code, so after two weeks you know your cost per order. Say the six codes bring in 300 delivered orders. That's SAR 115 per order before the agency fee.

Creators are only one part of a Gulf launch. See how they fit next to listings, payments and delivery in our guide to Gulf consumer preferences.

Which influencer licences should the agency check?

Both big Gulf markets license creators who post ads, and the rules cover gifted posts too. A good agency checks the licence for every name on the list before you pay a riyal or a dirham.

Creators need a Mawthooq licence from the General Authority for Media Regulation (GAMR).

  • The creator pays SAR 15,000 for 3 years.
  • Advertising without one carries a SAR 30,000 penalty.
  • Foreign creators can only advertise to Saudi audiences through a licensed Saudi agency.

Full checks and contract terms: Mawthooq licence guide.

Booking a Dubai creator for a Saudi campaign? She needs her UAE permit, and the booking must go through a licensed Saudi agency.

What should you ask before you sign?

Ask every agency on your shortlist the same questions, and get the answers in writing. Clear, specific answers are a good sign.

Notes for Chinese brands

  • Look for agencies with offices in both regions. AnyMind Group says it has offices in Dubai and Saudi Arabia as well as Shanghai, Shenzhen and Hangzhou.
  • Brief in Arabic, not translated Chinese. Saudi campaigns work best in Saudi dialect, written or checked by a native writer.
  • Let the agency handle payments. Paying creators in SAR or AED through the agency keeps contracts and invoices local.
  • Check product approvals first. Cosmetics, food and health claims need approval before any creator talks about them.

The full market entry route is in selling in Saudi Arabia from China.

Notes for Amazon and noon sellers

  • Ask about marketplace links. Some agencies only track sales on your own store. Confirm they can send traffic to Amazon.sa or noon listings.
  • Use coupon codes you control. Marketplace promo codes let you see which creator drove which order.
  • Stock up before the posts go live. A creator spike on an out-of-stock listing wastes the fee.
  • Pick creators who show the product in use. Saudi Snapchat "day in my life" stories suit everyday products well.
