- Saudi Arabia has a deep local packaging base in the Eastern Province, Jeddah and Riyadh, so most sellers don't need to import boxes.
- Small Saudi merchants can start with mailers from a shipping-platform store and move to printed runs later.
- Since 1 October 2026, products under ten Saudi technical regulations must show the supplier's name and CR number. Put that block on your artwork.
- Imported packaging pays 5% duty and 15% import VAT. Qualifying GCC-made packaging enters duty-free with a GCC certificate of origin.
- Ask Saudi suppliers for a ZATCA-compliant tax invoice, so you can reclaim the VAT.
Saudi Arabia is the Gulf's biggest ecommerce market. It's also one of the region's biggest packaging makers.
That's handy for you. Corrugated boxes, poly mailers and printed bags are made in the Kingdom, so you can order close to your warehouse and skip the import paperwork.
The trick is buying from the right kind of supplier for your size. A Salla shop shipping 200 orders a month and a beauty brand shipping 20,000 need very different partners.
Here's where to buy in the Kingdom, what the new label rule means for your artwork, and 8 suppliers we researched independently. Packaging basics such as box types, heat-proofing and sizing are in our main guide to packaging suppliers in the Middle East.
Who supplies ecommerce packaging in Saudi Arabia?
Four kinds of supplier serve Saudi online sellers. Pick by your monthly order volume, not by the biggest name.
| Shipping-platform store | 3PL packaging service | Saudi manufacturer | Gulf regional maker | |
|---|---|---|---|---|
| Examples | Torod packaging store | Salasa custom packaging | Napco National, MEPCO (board) | Hotpack, Falcon Pack, Al Bayader, Huhtamaki |
| Best for | Small Salla and Zid merchants | Brands already using that 3PL | Printed cartons and bags at volume | Food, beauty and consumables packs |
| Order size | Small packs, online prices | Billed with fulfilment | Quote-based runs | Quote-based runs |
| Custom printing | Mostly stock items | Yes, as a value-added service | Yes | Yes |
| Who stores the stock | You | The 3PL | You or your 3PL | You or your 3PL |
Most sellers start in the first two columns. Once your box sizes stop changing and you ship a few thousand orders a month, a quote from a manufacturer makes sense.
One note on MEPCO: it's a paper mill. It sells board to box converters, not mailers to shops, so ask your box maker which board it uses instead.
The Gulf regional makers lean towards food and consumables. Huhtamaki and Al Bayader suit grocery, coffee and sweets sellers more than fashion brands, because their ranges centre on food containers and printed film.
Where is packaging made in Saudi Arabia?
Saudi packaging clusters in three regions. Buying near your packing point cuts delivery time and cost.
| Region | What's there | Good fit for |
|---|---|---|
| Eastern Province (Dammam, Al-Khobar) | Napco's home base since 1956; APPCO, Huhtamaki's foodservice joint venture in Al-Khobar | Cartons, films and bags at volume; food packaging |
| Jeddah and the west | MEPCO's paper mill and recycling arm; Red Sea port imports | Board supply chain; stock arriving by sea |
| Riyadh and central | Ecommerce 3PLs and shipping platforms such as Salasa and Torod | Small batches and packaging inside fulfilment |
So which region should you buy from? If your 3PL is in Riyadh, a Riyadh pickup or a supplier with Riyadh delivery saves days. Eastern Province plants usually deliver nationwide on larger orders.

Not sure where to keep your stock? Compare 3PL and fulfilment companies in Saudi Arabia first, then match your packaging supplier to that city.
What do Saudi rules mean for your packaging artwork?
Your shipping box can be plain. Your retail pack is where Saudi rules apply, and the newest one affects your print files directly.
Since 1 October 2026, products under ten Saudi technical regulations must show the supplier's name and CR (commercial registration) number. For imported goods, the supplier is the Saudi importer.
Here's what to put on the printer's brief:
- An importer block. Your Saudi company's name and CR in Arabic and English, in a fixed spot on the pack.
- One block per market. If the same pack also sells in the UAE, keep the Saudi block in a panel the factory can swap per batch.
- Arabic product information. Name, warnings and instructions in Arabic, with English alongside.
- Room for the barcode. The FNSKU or noon barcode goes on last, clear of the Arabic text.
Using an importer of record instead of your own company? Their name and CR go on the pack, so agree the artwork with them before you print.
The full field list is in our GCC product labelling guide. Certification behind the label is covered in our SABER and SASO guide.
Local or imported: what does packaging really cost in Saudi Arabia?
Compare the landed price, not the factory price. Imported packaging pays 5% customs duty and 15% import VAT on top of freight.
GCC-made packaging is different. Qualifying goods made in another GCC country, such as the UAE, move duty-free with a GCC certificate of origin. VAT still applies.
Worked example: 5,000 printed mailers for a Riyadh 3PL
Say a Chinese factory quotes SAR 0.80 a box and a Saudi maker quotes SAR 1.10. Here's how both look once they reach your 3PL:
| Line (SAR, per box) | Imported from China | Saudi-made |
|---|---|---|
| Factory price | 0.80 | 1.10 |
| Sea freight and delivery to the 3PL | 0.20 | 0.05 |
| Customs duty, 5% | 0.05 | – |
| Landed cost before VAT | 1.05 | 1.15 |
| 15% VAT | 0.16 | 0.17 |
The gap shrinks from SAR 0.30 to SAR 0.10 a box once it lands. On the full run, China saves you SAR 500, not SAR 1,500.
The Saudi run also arrives in days. The China run needs 5–7 weeks from booking to check-in at your 3PL.
VAT is only a cost if you can't reclaim it. Registered sellers recover it, so ask every Saudi supplier for a ZATCA-compliant tax invoice. Our Saudi VAT guide explains who needs to register.

How do you pick a Saudi packaging supplier?
Start from your packing point and your monthly volume. Then compare suppliers on delivery, invoicing and artwork support.
- 1
Fix your packing city
Riyadh, Jeddah or Dammam. Shortlist suppliers that deliver there on a regular schedule.
- 2
Match the supplier to your volume
Under a few hundred orders a month, a platform store or your 3PL. Above a few thousand, ask manufacturers to quote.
- 3
Send one artwork pack
Include the importer block with your name and CR, Arabic text and barcode space, so every quote prices the same design.
- 4
Check the invoice and payment terms
Prices with and without 15% VAT, a ZATCA-compliant invoice and when the balance is due.
- 5
Approve a printed sample
Check the Arabic reads right to left and the CR number is correct before the full run.

Notes for foreign and Chinese sellers
- Print the Saudi importer block in China. Your retail packs leave the factory ready, and your 3PL adds Saudi-made shipping boxes.
- Time the mailers to your stock. Ask your Saudi supplier to deliver the week your container clears at Dammam or Jeddah, not a month early.
- Selling from the UAE first? See our list of packaging suppliers in the UAE. Dubai makers like Hotpack and Falcon Pack also deliver to the Kingdom.
The full route is in our guide to shipping from China to Saudi Arabia.
Notes for Saudi merchants on Salla and Zid
- Start with stock mailers. A platform packaging store keeps cash free for inventory while you test products.
- Brand the inside first. A printed card or sticker on a plain box costs far less than a custom box.
- Keep a month of stock. Hold about four weeks of mailers, so a late delivery or a reprint never stops dispatch during White Friday or Ramadan.

Frequently asked questions
Start with a shipping platform's packaging store, such as Torod's, or the supplies your 3PL keeps for its clients. Both suit sellers who ship a few hundred orders a month. Big manufacturers like Napco and Hotpack sell mostly by quote, at larger volumes.
