- Track two numbers separately: RTO (parcels refused or never delivered) and customer returns after delivery. They need different fixes and often different providers.
- Saudi shoppers can cancel unused items within 7 days of receipt. The UAE has no general change-of-mind right, but faulty, incomplete or late goods can always come back.
- On a typical SAR 230 Saudi order, the return leg and handling cost about SAR 18, before you count the outbound delivery you already paid.
- On noon and Amazon fulfilment, the marketplace runs returns for you. A provider matters most for your own Salla, Zid or Shopify store.
- Pick a provider that grades every item with photos, restocks within 48–72 hours and can liquidate locally what isn't worth shipping home.
Returns are part of selling online in the Gulf. The stores that win run them as a fast, friendly service, not a loss to hide.
Here's why. Gulf shoppers return a lot, especially in fashion, and a quick, painless return is what brings them back for a second order.
A good returns partner turns that flow of parcels into restocked items, happy customers and fewer write-offs.
Below are 10 independently researched providers, the legal return rules in Saudi Arabia and the UAE, what a return costs and how to choose. It's part of our directory of GCC service providers.
What does a returns management provider do?
A returns management provider runs the reverse journey of an order, from the shopper's door back to your shelf. That's called reverse logistics.
The work comes in five steps:
- Collection. A courier picks up from the shopper, or the shopper drops the parcel at a branch, locker or parcel point.
- Inspection. Staff open the parcel, check the item against the order and grade its condition, ideally with photos.
- Relabel and restock. Saleable items get new packaging or labels and go back into sellable stock.
- Refurbishment. Items with a fixable fault or worn packaging are repaired, cleaned or repacked for resale.
- Liquidation. Whatever can't be resold at full price goes to outlet sales, stock buyers or donation.

There's one more job in the Gulf: RTO, or return to origin. These are parcels that never got accepted, usually refused cash-on-delivery (COD) orders. They're often a bigger cost than real returns, so many providers handle both.
Not sure which you have more of? Your courier report will tell you. Refusals and RTO are covered in depth in our guide to COD refusals and returns.
Which type of returns provider fits your store?
Gulf sellers pick from five types. Most stores end up combining two: a carrier for pickups and a warehouse or tool for the rest.
| Best for | Examples | How it's priced | |
|---|---|---|---|
| 3PL returns processing | Stores whose stock already sits in a Gulf warehouse | Salasa, Starlinks, Quiqup | Per pickup plus per unit processed |
| Courier reverse pickup | Collecting returns across GCC cities, including RTO | Aramex, Jeebly | Per pickup, or contract rates |
| Shipping aggregators | Salla, Zid and Shopify stores using several couriers | OTO, Torod | Monthly plan or per shipment |
| Marketplace-managed | noon FBN and Amazon FBA orders | Fulfillment by Amazon | Included in fulfilment fees |
| Returns software | Exchange-first portals and store credit | ReturnGO, ZigZag Global | Subscription by return volume |
A simple rule of thumb:
- Already using a 3PL? Ask it to run returns first. The stock is already there.
- Shipping orders yourself? Add an aggregator for return labels and a courier for pickups.
- Selling mainly on marketplaces? Let FBN or FBA handle it, and plan only for unsellable stock.
What return rules must you follow?
Saudi Arabia and the UAE set different minimums. Saudi law gives a short change-of-mind window, while UAE law protects shoppers from faulty or wrong goods.
Your provider has to work inside these rules, so tell it your policy before you sign.
Shoppers can cancel within 7 days of receiving an item, as long as it's unused. The customer pays the return cost by default unless your policy says otherwise.
- Exceptions include customised goods, perishables and hygiene items that can't be resold.
- If you have no written return policy, you can't refuse a return or exchange.
- Refund the full price, VAT included, by the original payment method unless you agreed otherwise.
Read the full rules in our Saudi E-Commerce Law guide.
On noon, shoppers get 15 days from delivery to request a return on most items. That's what many Gulf buyers now expect, so a similar window on your own store feels familiar.
What does a return cost?
Most providers charge per pickup plus a fee for each unit they process. The return leg is usually cheaper than the outbound delivery, but you've already paid that too.
For example, take a SAR 230 order at a Saudi fashion store. The return shipping costs about SAR 15, and handling and restocking about SAR 3.
That's SAR 18 for the reverse trip, on top of the SAR 20 outbound delivery. For refused COD parcels, where the ad spend is lost too, see the full breakdown in COD refusals and returns.
| Pricing model | Who uses it | What to watch |
|---|---|---|
| Per pickup plus per unit | 3PLs and couriers | Failed pickup attempts, minimum monthly volume |
| Contract rates | Couriers such as Aramex | How RTO is netted off your COD payouts |
| Monthly plan | Aggregators such as OTO (from SAR 59 a month) | Which plan includes return labels |
| Included in fulfilment fees | Amazon FBA, noon FBN | Fees for removing unsellable stock |
| Subscription | Returns software | Volume tiers, carrier integration costs |
Two extra lines decide your real cost: refurbishment, usually quoted per item, and what you recover from liquidation. Ask for both before you compare totals.

How do you choose a returns provider in 6 steps?
Start with your numbers, not the provider. Once you know how many parcels come back and why, the right type is obvious.
- 1
Split RTO from customer returns
Pull one month of courier data. Refused COD parcels point to a courier or order-confirmation fix. Real returns point to a returns provider.
- 2
Decide what happens to each item
Set rules by product value: restock, refurbish, liquidate or donate. Shipping low-value returns back to China or Europe rarely pays.
- 3
Check coverage by city
Confirm reverse pickup in Riyadh, Jeddah, Dammam, Dubai and Abu Dhabi, plus a drop-off network for remote areas.
- 4
Ask for grading rules with photos
Every return should get a condition grade and photos. That's your evidence for disputes and for marketplace claims.
- 5
Connect it to your store
Make sure the provider or aggregator links to Salla, Zid or Shopify, so return labels and refunds trigger automatically.
- 6
Run a one-month trial
Measure pickup success, days to restock and refund speed before you move all your returns over.
Red flags and questions to ask
Most Gulf returns providers are solid. Still, a few warning signs are worth checking before you sign.
Send every shortlisted provider the same list of questions:
Notes for noon and Amazon sellers
- FBN returns go to noon. Noon inspects them within up to 7 business days and grades each item from A to X.
- You pay only for your mistakes. Noon charges a return fee only on seller-caused returns: the lesser of SAR/AED 15 or 20% of the commission.
- Ship-yourself orders are different. On noon FBP, the return comes back to you, and you have 7 days to dispute a bad one.
- Plan for unsellables. Removed or low-grade stock still needs a refurbish or liquidation route.
The fees, deadlines and grades are explained in our noon returns guide.
Notes for cross-border and Chinese sellers
- Keep returns local. Consolidate them at a Gulf 3PL instead of sending single parcels back to China.
- Use one hub for the GCC. Regional carriers such as Aramex can bring returns from several countries into one Dubai hub.
- Relist on the marketplace. Saleable returns can become local stock for your next orders.
- Price liquidation in. Budget a recovery rate for unsellable stock so it doesn't surprise your margins.

Frequently asked questions
A courier only moves the parcel back to you. A returns provider also checks the item, decides whether it can be resold and puts it back into stock or sends it on to repair or liquidation. Many GCC couriers now sell both, so ask which steps their price covers.
