- Most Saudi stores combine two partners: an aggregator or courier for pickups and a 3PL for inspection and restocking.
- Drop-off networks matter outside the big cities. SPL has about 580 outlets, and Starlinks says it has 500+ Parcel Points.
- Budget about SAR 18 per return for the reverse trip and handling, or SAR 3 if the shopper pays the label.
- On noon and Amazon.sa fulfilment, the marketplace runs returns. A provider matters most for Salla, Zid and Shopify stores.
- Ask every provider how it handles refunds by the original payment method, because Saudi law requires it.
Saudi Arabia is the Gulf's biggest ecommerce market, and its shoppers reward stores that make returns easy. A quick swap or refund is often what turns a first order into a regular customer.
The good news is that you don't have to build that yourself. Saudi 3PLs, couriers and shipping aggregators already run pickups, inspection and restocking for online stores of every size.
Below you'll find how Saudi returns move, what they cost in SAR, how to choose a partner and 7 independently researched providers. For UAE and GCC-wide options, see our main list of returns management providers in the Middle East.
Do you need a returns provider in Saudi Arabia?
It depends on how you sell. Marketplace fulfilment covers returns for you, while your own store needs a partner on the ground.
- noon FBN or Amazon FBA. The marketplace collects, inspects and restocks, so you only plan for unsellable stock.
- Own store, stock in a Saudi 3PL. Ask your 3PL to run returns first, because the stock and the team are already there.
- Own store, shipping yourself. Add an aggregator for return labels and a courier for pickups, then move to a 3PL once returns pile up.
- Selling from abroad. You need a Saudi return address, so a local 3PL or courier hub is the minimum.
Not sure which setup you have? Our list of 3PL and fulfilment companies in Saudi Arabia shows which ones also process returns.
What Saudi rules does your provider need to follow?
Saudi law gives shoppers a short change-of-mind window and says refunds go back by the original payment method. Your provider's job is to make both easy to meet:
- Speed. Pickups should be booked within a day or two of the request, while the window is still open.
- Inspection. The legal right covers unused items, so the provider should grade and photograph every return.
- Refund triggers. Inspection results should flow straight into your store, so the refund goes out by the right method.
Exclusions, who pays and a policy outline you can copy are in our guide to handling returns in Saudi Arabia.
How do Saudi shoppers send items back?
There are four routes. Shoppers in the big cities expect a door pickup, while drop-off networks cover everyone else.
| Door pickup | SPL branch or locker | Parcel Point drop-off | Marketplace return | |
|---|---|---|---|---|
| Who runs it | Your courier or 3PL | Saudi Post (SPL) | Starlinks | noon or Amazon |
| Best for | Riyadh, Jeddah, Dammam | Smaller cities and remote areas | Shoppers near a partner shop | FBN and FBA orders |
| Shopper effort | Lowest | Visit a branch | Visit a nearby venue | Request in the app |
| Main cost to you | Pickup fee and failed attempts | Postal return rate | Quote from Starlinks | Only seller-caused returns |
| Booked through | Aggregator or courier portal | SPL services | Starlinks | The marketplace |
Most stores offer door pickup in the big three cities and a drop-off option everywhere else. A good aggregator lets you set that rule once and forget it.

Clean addresses help a lot too. Since 1 January 2026, Saudi parcels need a valid National Address, and that cuts failed pickups as well as failed deliveries. See our guide to the Saudi National Address rule.
Returns or refusals: which one is costing you more?
A return comes back after the shopper accepts the parcel. A refusal, or RTO (return to origin), is never accepted at all, usually on a cash-on-delivery (COD) order.
Chinese seller media report Saudi COD refusals of about 15% on normal days and about 25% around Ramadan. That's often a bigger leak than real returns.
Refusals need a different fix: order confirmation and a courier that handles COD well. Compare those in our list of COD logistics providers in Saudi Arabia.
What does returns management cost in Saudi Arabia?
Each type of provider prices returns its own way. Here's how the Saudi options charge:
| Provider type | Saudi examples | How it's priced |
|---|---|---|
| Shipping aggregator | OTO, Torod | OTO from SAR 59 a month; Torod per shipment |
| 3PL returns processing | Salasa, Starlinks, Quiqup | Quote: per pickup plus per unit |
| Courier reverse pickup | Aramex | Contract rates |
| Marketplace-managed | Amazon FBA, noon FBN | In fulfilment fees; noon charges only seller-caused returns, max SAR 15 |
Worked example: a Riyadh fashion store's monthly returns bill
Say a Salla store ships 1,000 orders a month and 10% come back. It uses OTO's Starter plan for labels and a courier for pickups at SAR 15 a trip, plus SAR 3 of handling.
| Line | Free returns (SAR) | Shopper pays label (SAR) |
|---|---|---|
| 100 return trips at SAR 15 | 1,500 | 0 |
| 100 handlings at SAR 3 | 300 | 300 |
| OTO Starter plan | 59 | 59 |
| Monthly total | 1,859 | 359 |
With free returns, that's about SAR 1.86 for every order shipped. Many fashion stores happily pay it because free returns lift conversion.
If the shopper pays the label, which is the legal default, the cost falls to about SAR 0.36 per order. Whichever you pick, write it into your return policy before launch.
Unsellable items and failed pickups sit on top, so ask for both rates in writing before you compare.

How do you choose a Saudi returns provider?
Start with where your stock lives and where your shoppers are. Then test one month before you move every return over.
- 1
Count returns by city
Pull three months of orders. If most returns come from Riyadh, Jeddah and Dammam, door pickup is your priority.
- 2
Match the partner to your stock
Stock in a 3PL? Start there. Shipping yourself? Start with an aggregator such as OTO or Torod.
- 3
Add a drop-off option
Cover smaller cities with SPL branches or Starlinks Parcel Points.
- 4
Agree grading and photo rules
Each return should get a condition grade and photos within a set number of days.
- 5
Connect it to Salla, Zid or Shopify
Return labels, inspection results and refunds should flow into your store automatically.
What should you ask a Saudi returns provider?
Send every shortlisted provider the same questions in writing:

Notes for UAE-based sellers
- Saudi returns can still go to Dubai. Aramex's regional network can consolidate Saudi returns into one Dubai hub.
- Dubai waives duty on many returns. B2C goods that come back within 60 days are duty-free if the original duty was paid.
- Local restock is faster. Once Saudi volume grows, a Saudi 3PL turns returns into local stock. For the Dubai side, see returns providers in the UAE.
Notes for Chinese and cross-border sellers
- Use your 3PL's Saudi address for returns. It keeps pickups at domestic rates.
- Relist on inspection day. Ask the 3PL to put saleable returns back into sellable stock the day they pass grading.
- Agree a clearance route upfront. Ask each 3PL which local buyers or charities take unsellable items.

Frequently asked questions
There's no single best one. If your stock already sits with Salasa or Starlinks, ask them first. If you ship yourself from a Salla or Zid store, an aggregator such as OTO or Torod plus one or two couriers is the usual setup. Get two quotes for the same monthly volume before you decide.
