Ecommerce Fulfillment in Saudi Arabia: Options, Costs & How to Choose

You have three ways to fulfil Saudi orders: a marketplace programme (Amazon FBA or noon FBN), an independent 3PL warehouse, or shipping yourself through couriers. Most growing brands use FBA or FBN for marketplace sales and a Riyadh 3PL for their own store. Budget roughly SAR 8–10 per small item on FBA or FBN, and SAR 25–35 per order all-in with a 3PL, delivery included.

Key takeaways
  • There are three routes: marketplace fulfilment (FBA, FBN), an independent 3PL, or self-ship through couriers. Many brands run two at once.
  • FBA and FBN charge about SAR 8–10 per small item, delivery included, plus monthly storage. A 3PL usually comes to SAR 25–35 per order once delivery and COD are added.
  • Put stock in Riyadh first. The city takes about 44% of Saudi delivery orders.
  • Cash on delivery still matters. Confirm COD orders by WhatsApp before dispatch and agree a weekly remittance cycle in writing.
  • Since 1 January 2026, every parcel needs a valid National Address. Make the 8-character Short Address a required checkout field.

Saudi shoppers want their orders fast. And they're ordering more than ever: app-based delivery orders jumped 60% in a single year.

Fulfilment is how you keep up. It's the work between "order placed" and "parcel at the door": storing stock, packing orders, shipping them, collecting cash and handling returns.

You don't have to build any of it yourself. Amazon, noon and dozens of Saudi 3PLs will run it for you, often from warehouses a few hours' drive from most of your customers.

This guide compares your three options, shows what each costs per order, and walks you through COD, the National Address rule and picking a partner. It's part of our fulfilment guides for GCC sellers.

What is ecommerce fulfilment?

Ecommerce fulfilment is everything that happens to an order after the customer pays. A 3PL (third-party logistics provider) is a company that does this for you, from its own warehouse.

A typical 3PL handles six jobs:

  1. Receiving. It counts and checks your stock when it arrives.
  2. Storage. It shelves each product and tracks it in a warehouse system linked to your store.
  3. Pick and pack. It picks each order, packs it and prints the label.
  4. Shipping. It hands the parcel to a courier, often at rates you couldn't get alone.
  5. COD collection. The courier collects cash or card at the door and pays it back to you.
  6. Returns. It receives returned items, checks them and puts good ones back on the shelf.

Why does it matter so much in Saudi Arabia? Because speed sells here.

Amazon's Prime badge promises two-day delivery, and noon's Express badge is reserved for stock in noon's own warehouses. Your own store has to keep pace with both.

So the real question is who runs your fulfilment, not whether you need it.

What are your fulfilment options in Saudi Arabia?

You have three main routes. Most brands end up combining two of them.

Marketplace fulfilment: Amazon FBA and noon FBN

With FBA (Fulfilment by Amazon) or FBN (Fulfilled by noon), you send stock to the marketplace's warehouse. It stores, packs, delivers and handles returns.

The big win is visibility. FBA listings get the Prime badge, and noon says FBN offers convert about 60% better thanks to the Express badge. Both also help you win the Buy Box.

The catch? That stock only serves that one marketplace. Read the detail in our Amazon FBA Saudi Arabia guide and our guide to noon fulfilment options.

Independent 3PL

A 3PL holds one pool of stock for every channel. It connects to Salla, Zid, Shopify and WooCommerce, ships your marketplace orders too, and handles COD with its couriers.

You pay per fee line, so it costs more per order than FBA. In return, you own the customer experience: your packaging, your inserts, your delivery promise.

Self-ship

Self-ship means you pack orders yourself and book couriers, usually through an aggregator. An aggregator, such as OTO or Torod, gives you several couriers' rates in one dashboard.

It's the cheapest way to start. It stops scaling once packing eats your day, or you need stock closer to customers in other cities.

How much does fulfilment cost in Saudi Arabia?

Expect about SAR 8–10 per small item with FBA or FBN. An independent warehouse usually comes to SAR 25–35 per order, all-in. Those two numbers aren't directly comparable, though, because 3PL quotes split out lines that marketplaces bundle.

Here's what goes on a typical 3PL quote:

Fee lineUsually chargedTypical range
Setup / onboardingOne-offOften waived; up to SAR 2,000
Inbound receivingPer carton or palletSAR 2–5 per carton; SAR 20–40 per pallet
StoragePer CBM or pallet, monthlySAR 45–110 per CBM
Pick and packPer order, plus extra itemsSAR 5–20 per order; +SAR 1–3 per extra unit
PackagingPer orderSAR 1–5
Last-mile deliveryPer parcelSAR 10–22 within Saudi Arabia
COD handlingPer parcel or %SAR 3–14, or about 1% of value
Returns processingPer returnSAR 5–15, plus reverse shipping

Saudi 3PLs rarely publish full rate cards. Use these ranges to plan, then price a real quote against your own orders.

Marketplace fees are public. Amazon.sa charges SAR 8 per unit for a small standard parcel priced at SAR 25 or less. Above that price it's SAR 10, and storage is SAR 3 per cubic foot a month.

Noon's FBN fees are almost the same for a 0.5–1 kg item. Storage rose to SAR 2.75 per cubic foot in October 2026.

Worked example: 500 orders a month

Say you run a Shopify store in Riyadh. You ship 500 single-item orders a month, each about 0.5 kg. You keep 3 CBM of stock, and 30% of buyers pay cash on delivery.

On FBA, the same item costs SAR 8–10 per unit plus well under SAR 1 in storage. That's around SAR 10 all-in, with delivery and returns included.

So why would anyone pay three times more? Because FBA only covers Amazon orders, and Amazon also takes a referral fee on every sale.

A 3PL serves your own store, where you keep the full margin. Our Saudi courier guide breaks down the delivery line, which is usually the biggest one.

Where should your stock live?

Start in Riyadh. About 44% of Saudi delivery orders go there, and Riyadh, Makkah and the Eastern Province together take about 82%.

A Riyadh warehouse reaches the capital the same or next day, and Jeddah and Dammam in one to two days. Add a Jeddah node later, when western orders justify it.

Need it even faster? Some 3PLs run dark stores: small city warehouses for same-day delivery. Salasa, for example, says it delivers in as little as two hours in Riyadh.

Most Saudi 3PLs run their main ecommerce warehouse in Riyadh, closest to the biggest share of orders.

Not ready for Saudi stock yet? Many brands start in a Dubai free zone and ship into Saudi Arabia cross-border. That's easier to set up, but Saudi customers wait two to five days longer, and COD is harder to run.

The usual trigger to move is when Saudi Arabia reaches about 30% of your orders, or a few hundred a month. Faster delivery then cuts refused COD parcels and lifts conversion. Our guide to Saudi vs UAE warehousing compares the two in detail.

Local stock is becoming the norm. Redseer reports that SHEIN and Trendyol both moved inventory into local GCC warehouses in 2024.

How does cash on delivery work with a 3PL?

Fewer Saudis pay cash than a few years ago. E-payments were 85% of Saudi retail payments in 2025. But plenty of first-time buyers still won't order without COD, so most stores offer it.

Here's how the money moves:

  1. The customer picks COD at checkout.
  2. Your 3PL packs the order and hands it to a courier.
  3. The courier collects cash or card at the door.
  4. The courier pays the money to you, or to your 3PL or aggregator wallet, minus shipping and COD fees.
  5. You match each payment to a delivered order.

Payout speed matters for your cash flow. Weekly is common, and some aggregator plans pay twice a month. Sellers typically report 7–14 business days from delivery to cash in the bank.

The bigger cost is RTO (return to origin): parcels the customer refuses or never receives. COD orders get refused far more often than prepaid ones. You pay shipping both ways and lose the sale.

The fix is mostly simple. Confirm every COD order by WhatsApp or OTP within a few hours, before it ships. Quiqup reports this cuts COD RTO by 10–15 percentage points.

You can also reward prepaid orders with a small discount, or charge a COD fee. Our guide to cutting COD return-to-origin has the full playbook.

What is the Saudi National Address rule?

Since 1 January 2026, every parcel in Saudi Arabia needs a valid National Address. Couriers can refuse, hold or return parcels without one.

The National Address is the official address system run by SPL (Saudi Post). Every building has one. The Short Address packs it into 8 characters: four letters and four digits, such as ABCD1234.

Shoppers find theirs free in the SPL, Absher or Tawakkalna apps. This is good news for sellers, because vague landmark addresses were a big reason for failed deliveries. Failed first attempts are expected to fall from 12–15% to about 7%.

How do you choose a 3PL in Saudi Arabia?

Pick on three things: where its warehouses are, whether it plugs into your store, and its full cost for your orders. Then test it before you commit.

  1. 1

    Profile your orders

Write down monthly orders, SKUs, units per order, stock volume in CBM, cities and COD share. Every quote should be priced against these numbers.

  2. 2

Shortlist 3–5 providers near your customers

Start with Riyadh. Add Jeddah or Dammam coverage if those cities matter to you.

  3. 3

    Check integrations

Confirm a working connection to your platform (Salla, Zid, Shopify, WooCommerce) and to any marketplace you sell on.

  4. 4

    Get a full rate card

Ask for every fee line, including minimums and exit fees. Model the total cost per order with your own data.

  5. 5

    Agree SLAs in writing

Ask for 99%+ pick accuracy, same-day dispatch before a set cut-off, inbound receiving within 24–48 hours, returns processed within 2–3 days and a fixed COD payout day.

  6. 6

    Confirm import and compliance roles

If your stock comes from abroad, settle who is importer of record, who handles SABER or SFDA approvals and who pays duty and VAT.

  7. 7

Run a one- to two-month pilot

Send a few fast-moving SKUs first. Check accuracy, delivery times and COD payouts before you move everything.

How are returns handled?

Returns are part of fulfilment, so agree how they work before you sign. Fashion sees the most: Saudi fashion merchants report an average return rate of about 28% (Yamm survey, 2025).

With FBA or FBN, returns are covered by the marketplace. With a 3PL, you'll usually pay a fee per return to receive, check and restock the item.

Ask your 3PL three things: how fast it inspects returns, what it does with damaged items, and how quickly COD customers get refunded. Fast refunds pay off, because merchants offering instant refunds saw about 40% more repeat purchases.

Fast delivery and easy returns are what turn first-time Saudi buyers into repeat customers.

Notes for cross-border sellers

Selling into Saudi Arabia without a local company? You can still hold stock in the Kingdom.

  • Find an importer of record. The IOR (importer of record) is the party legally responsible for the import, and it must hold a Saudi Commercial Registration. Some 3PLs offer this as a service. Our importer of record guide explains how it works.
  • Amazon won't be your IOR. It won't act as importer or consignee for FBA stock. Ship DDP (duty and VAT paid) with your own IOR, or Amazon's warehouse will turn the delivery away.
  • Plan how COD reaches you. Couriers pay out to a Saudi bank account. Without one, you need a 3PL or partner that collects COD and pays you abroad.
  • Start in Dubai if that's easier. A UAE free-zone licence is quick to get, and a Dubai 3PL can ship to Saudi customers while you test demand.

Notes for Chinese sellers

Chinese brands have more fulfilment help in the Gulf than ever.

  • Amazon FBA cashback. Until 30 December 2026, new cross-border sellers get FBA inbound cashback. It's worth up to SAR 3,754 per ASIN.
  • Noon Global Shipping (NGS). You drop goods at noon's Shenzhen hub and noon handles freight, customs and delivery. No Saudi company or VAT number is needed, and saleable returns become local FBN stock.
  • Overseas warehouses (海外仓). Many Chinese-run 3PLs offer Dubai plus Riyadh warehouses, with FBA and FBN prep, COD delivery through J&T or iMile, and returns handling. Vet them like any other 3PL.
  • Don't ship returns back to China. It rarely pays. Restock, refurbish or sell them locally.

Getting the stock to Saudi Arabia first? Our guide to shipping from China to Saudi Arabia covers freight and SABER.

Notes for Salla, Zid and Shopify stores

  • Check the integration first. Several Saudi 3PLs connect directly to Salla, Zid and Shopify. A native connection syncs stock levels and orders without manual uploads.
  • Keep self-shipping while you're small. Under a few dozen orders a day, an aggregator like OTO or Torod is usually cheaper than a 3PL.
  • Move when packing takes over your day. That's the moment a 3PL starts to pay for itself.

Notes for marketplace-only sellers

  • FBA and FBN are usually your best deal. For small, light items, their bundled fee is hard to beat.
  • Watch long-term storage. Slow sellers get expensive. Noon charges SAR 25 per cubic foot on stock held over a year.
  • Add a 3PL when you add channels. Once you also sell on your own store, a 3PL that feeds FBA and FBN keeps one stock pool.

Frequently asked questions

Not always. Someone with a Saudi Commercial Registration has to import the stock and collect COD in a Saudi bank account. That can be your own company, or a 3PL that acts as importer of record and pays you out. Starlinks, Locad and Quiqup are among the providers that say they offer this.
